Mission Statement
Quincy Public Library will provide its patrons with materials, facilities, and programs to meet lifelong learning, cultural, and recreational needs.
Quincy Public Library
Quincy Public Library is a municipal public library established in 1888 serving citizens within the boundaries of Quincy, and by contract with the Townships of the Quincy Area Public Library District, the remainder of the Quincy School District, and a portion of Gilmer Township lying within the Liberty School District.
The FY2022/2023 operating budget of the Quincy Public Library is currently approved at $3,922,897. Quincy Public Library operates in one location at 526 Jersey, Quincy, IL 62301. Twenty-three (23) people are currently employed full-time and eight (8) work part-time.
The Mary Weems Barton/Quincy Public Library Foundation was established in 1997 as a 501(c)3 organization through a bequest to enhance library services through support of special projects. It is governed by an eleven-member Board of Directors appointed by the QPL Board President. The Library is also supported by the Friends of the Quincy Public Library, a volunteer organization run by its members.

The Quincy Public Library has a nine-member Board of Trustees composed of Quincy citizens appointed by the Mayor. It has four standing committees: Building and Grounds, Finance, Personnel, and Policy. Ad Hoc Committees are appointed as needed. Board members may be contacted by email at qpltrustees@gmail.com. Open Meetings Act & Freedom of Information Act Employee Salary and Benefits Information:
This information is made available to the general public in compliance with the Illinois Open Meetings Act as amended 2012 (Public Act 97-609); 5 ILCS 120/7.3) and the Illinois Freedom of Information Act regarding the wages and benefits for employees of the Quincy Public Library earning $75,000 or more in wages and benefits:
Executive Director Kathleen Helsabeck’s annual total compensation package for FY20/21 is expected to be $86,495.40.
As a public body, Quincy Public Library is subject to the Illinois Freedom of Information Act which mandates that “each public body shall make available to any person for inspection or copying all public records.” An individual making a request should do so in writing, in person, or by mail to Executive Director Kathleen Helsabeck, 526 Jersey, Quincy, IL 62301, or by email to khelsabeck@quincylibrary.org. Quincy Public Library will comply with the Freedom of Information Act, 5 ILCS 140, in regard to releasing or exempting information, and will provide up to 50 pages of standard size copies at no charge. Requests exceeding 50 pages will be provided at the allowable cost specified by the Freedom of Information Act with payment in advance of providing the copies.
